I'm also for resetting the shot, but I've never ever ever heard of that being done. I don't like playing the rack over because the other guy is still being penalized ... he goes from a 95% sure win to something like 50/50. The victory would seem as meaningless and random as the accident at that point.
 
If I'm playing someone that's very capable of making the shot, then I would have already conceeded the game once they got decent position on the 9ball. I would just give the match away.

Then I'd go to the bar and get some nachos and maybe a Corona.

Rules often vary from place to place. If this is a major tournament, the rules by which it will be played will be spelled out at a player's meeting, hopefully.

Never assume anything, IMHO.
