It means that the cue doesn't meet their normal standards. It could mean anything from a broken butt to a slight blemish in the finish. Usually, a second would be a slight cosmetic imperfection that has no effect on the playability of the cue but they don't want to pass off as perfect.

It means that some part of the cue as some sort of defect and did not meet the quality assurance standards, therefore cannot be sold as a 1st rate product. The defect can range from a very minor finsih blemish to a not-so-minor construction defect. I Have always chosen to stay away from such products, but sometimes you can get a good deal on something only a minor defect. The trick is to figure what the defect is!!!

Or they may want to reduce inventory without taking a sales markdown. This way the line still maintains its price point as a non-discounted item and doesn't establish a precedent for reducing prices to move inventory.

I don't have factory seconds.
This is because I want everyone that buys one of my cues,
gets the best of what I can make.If it is not the best, then I don't sell it period.
I have some not so nice looking shafts, that I use for my testing and experimenting on. But they are not used in public.
Some factories have a second in a product as a way of recoving some of the cost, instead of a total lose, it is a partial lose.
The reason for being a second is there is some defect that prevent it from being a 1st rate product.
In the case of a shaft, it might have blemish or some other cosmetic damage. Or it could be that it is not as straight as a 1st rate shaft, or it does not hit very well.
Absolutely, it was not recoverable to be a 1st, or it would have been.
