Are there experts in this field who can verify and COA?

would any part of that case or any Justis case be reconstituted leather, especially the long and short pockets?

Any quality case (collector grade) King, Justis, Melton, they all are leather and never reconstituted.

Further:
would the color stain come off in my clean dry hands when handling or touching case exterior?

If it's one of Jack's cases it's made using Wicket and Craig veg tanned leather. I don't believe Jack would ever use anything other than leather, he was very proud of his work and wouldn't have done anything to jeopardise his reputation.
