lay the tip to the side of the o.b.,nearly touching it? Why not in front and middle of the o b.?

More detail please. There's a lot to look at. No telling what a player's concern might be. I point at the object ball contact and that's nearly always off center. Some just need to know where the edge of the ball is. The priorities also break down between object ball and cue ball directions.
 
Maybe looking at tangent line?
Just remembered there are times when I check the edge of the object ball. Banks and cuts to the side are most prevalent. With banks, I transpose the desired angle to side of the ball most likely to hang up on an obstacle.
For instance, this cross side. The right edge is a threat to be wide and into the tit; so the transposed line is just to make sure it clears.

Same thing with cuts to the side. There's no rail line to guide your judgement so you add the line for good measure.
 
I believe what you're seeing is them sighting off the perceived center of a "ghost ball". They could be doing this to align their aim or in other circumstances, where that is obviously not the case, they're checking where the tangent line goes to judge the path of the cue ball post contact with the object ball.
