When the hell did the BCA 8-ball rules change?

Unfortunately, that is incorrect.

Per the BCA Rule Book for Tournament 8 Ball it states:

"4.2 CALL SHOT
In Call Shot, obvious balls and pockets do not have to be indicated. It is the opponent's right to ask which ball and pocket if he/she is unsure of the shot. Bank shots and combination shots are not considered obvious, and care should be taken in calling both the object ball and the intended pocket."

Both of you are correct. The rules consider banks/combos/caroms to be non-obvious so your opponent will not assume that is your intended shot. However, you still don't need to actually call the bank, combo, or carom, you only need to specify the ball and the pocket.

I do think that the BCA needs to change the wording from 'Call Shot' to 'Call Pocket', as in true 'Call Shot' 8 Ball, every little thing must be called...including any possible contact with other balls or rails.

Is there any way that the BCA could have done this accidentally? It just seems like such a recipe for disaster to use "call shot" and "call pocket" to describe the same thing. Before we had two terms to desribe two different things. Now we have two terms to describe one thing, and zero terms to describe the other thing!

Is there another term that they've replaced "call shot" with? Where's the crying emoticon when I need it? I'll have to go with

Maybe the idea was to write the "call all the nitty little details" rule out of existence by taking over its common name. So far as I know, the CATNLD rule has never appeared in any written set of rules.

As always, Bob, good point. That would be great, IMO, if that happened. CATNLD just seems so ubiquitous in the bars. Is there any hope of it happening any AzB'er's lifetime? I suppose the best way for that to happen is for pool to blow up again and for the BCA rules to become common knowledge.
