8- ball with rotation handicap? Where rules?

My searches here have been useless.
A while back there was a thread that talked about somewhere that the weaker players never playing strong players because of losing.
They came up with a new handicap that required a shooter to shoot a certain number of his balls in numerical order depending on how many balls the other player had already made. It was because of easy run outs if most of the opponents balls were already made.
Any info is appreciated.
