High. Stiffer shafts would get the ball in the air faster and easier. Low def. shafts bend when struck. You want the energy going into the ball, not away from it.

It is very difficult to jump with a shaft like the predator z or 314. They are designed to bend or deflect away from the ball. This is what reduces the cue ball deflecting or being pushed sideways when using english.
Dr. Cue, of trick shot fame, told me he can jump with a predator shaft but it is not easy. keep in mind that he does this for a living.

I say high deflection. I can jump a ball using a bar cue pretty easy but I've never done it with my ob-2 (not that I've tried it a bunch of times, that's why I have a jump cue).

The BEST cue for jumping is light. Shaft is light and stiff. Butt is light. The lightness allows the cue (shaft and tip) to get out of the way between CB impact and CB rebound off the table.

I strongly suspect one could make the shaft either LD or std with similar jumpability given equal overall (lack of) weight.

Stiffer shafts are lower deflection and higher squirt cues. That's what would jump better....randyg
