Attempting to freeze numbered balls in a particular position by tapping or striking them with the cue ball, another ball, or any foreign object is called ball tapping, and is not permitted at any time, including during practice on a tournament-designated table. A player may or may not be issued a warning for ball tapping before the infraction is declared a foul; if determined to be a foul, the penalty is the loss of one game per incident. Only the tournament director reserves the right to tap numbered balls.
 
At the bar where we have our APA leauge night the tables just wouldnt rack right all the time. So we gave the felt a good cleaning and put the slug-doctor down and now every team who comes to play at this bar is amazed at the tight racks we have. Even if you do not know how to use the slug-doctor system and you use one of the flimsy racks the slug-doc just sucks the balls right into a tight rack.

Not the answer for everyone but it is an option out there for everyone!

Actually there is another reason. There is chalk dust in the cloth. The collision of a break shakes the dust out of the cloth and can pile up under the cloth. Ask a table mechanic most of these guys have seen this, I know I have. I good reason to vacuum and maintain your tables.

On the EURO Tour all tables are tapped using a racking template/tapping mat system originally patented by me and Dale Craig as the Rack-M-Rite Racking Template. The template has several advantages over tapping balls held in place in a rack because the spacing of the holes is closer than the balls can sit. This causes the balls to lean toward the middle of the rack and freeze and lets them move more easily out of the rack.

EUROTOUR REGULATIONS

1.12 Tapping of Tables
At the Eurotour, the tables are tapped. In 9-ball the position of the racked balls will be moved upwards so that the 9-ball is placed on the spot. Players must never tap the tables; only tournament officials should tap or re-tap the racking area if required.
