Why is this?

I was watching a match Frankie Hernandez v Shane Van Boening and
Frankie misses a shot but gets a roll after the shot. Shane can see the ball
but has nowhere to play it .He then gives the shot back to Frankie.
I remember back when i first started playing a guy could roll out and
your opponent would have the option to shoot or make you shoot.

This guy just missed and Shane didnt like so he gets the choice.

These guys play top level pool and when one guy misses i would feel glad just to shoot again little alone make him shoot again because i didnt like it.

For some reason this seems wrong!Are they trying to do away with luck all
together?

It's a 10 ball rule, when playing call shot you either call the shot or a safe so there aren't any 2 way shots and you can't get a lucky roll when you miss.

You are right in the fact they are meant to take out as much luck as possible. The rule is also better for the better player at the table, they will mess up less compared to their opponent and therefore the better player will have a greater chance at advancing in the tournament.

The Derby City Classic may have different 10 ball rules.

According to the WPA World Standardized Rules for 10 Ball;

9.8 Continuing Play
If the shooter legally pockets a called/nominated ball on a shot (except a push out, see 2.4 Second Shot of the Rack – Push Out), any additional balls pocketed remain pocketed (except the ten ball; see 9.9 Spotting Balls), and he continues at the table for the next shot. If he legally pockets the called ten ball on any shot (except a push out), he wins the rack. If the shooter fails to pocket the called ball or fouls, play passes to the other player, and if no foul was committed, the incoming player must play the cue ball from the position left by the other player.

Unless Frankie made a ball while missing the called shot, the incoming player must take the shot. OR... different Derby rules.

They must of been playing by the rules Zivan1967 posted because he missed and shane made him shoot again.
I wonder how this rule came about!
