The US Open is the only event that is 100% guaranteed new balls and new cloth so it might be fine there...

I played with a top rack 5 years ago and while I had a prototype that worked to freeze the rack the balls would roll off just like when you remove a regular rack after you thought they were perfect... There is a similar item on ebay made of lexan for under $20 that will do the same job so I am not sure this will fly...

While I usually play with a chinese magic rack I've never liked the old triangles, they do way too bad on used balls.
 
I have a rack that works on similar principles. The sides are angled and downward pressure brings the balls together. I looked for one for my nephew as a present, but couldn't find one. So, I made one, oak set at 60°. I have a bunch more wood and might be persuaded to make more if people wanted to try them.

Yea I thought this was cool and had to share it on the spot but as I and Renfro have mentioned it will only work best with new balls and cloth IMO. Plus right now it's for 8 ball, we'll have to wait to see a 9 and 10 version, yes technically you can use it for both but the concept will be removed if you do and you'd be better off using a regular rack at that point.

The magic rack is a win in my book but since people are complaining now about getting a perfect rack (go figure) maybe the rule should be "break from the spot"
