Would Anyone Know Whom Made This Cue

My buddy asked me to see if I could help him find out about this cue he's had for decades. I think the cue is probably from the 70's, maybe even the 60's but I don't know this to be the case.

The cue was made in Germany and looks like some early jump/break cue with a brass joint. I'd like to know if anyone knows "anything" about this cue that I can pass along to the cue's owner.
