I have a Carmeli with 2 shafts around 13mm. Thinking of tapering one of them (or both) to around 12.25mm - 12.50mm. But doing so would it devalue the cue?

I dont know about carmeli but most production cues have a disclaimer in their warenty about modifying the shaft. They may have the same thing. So whatch for that.
As far as devaluing the cue, it wont make the value of the cue increase. And it may pigeeon hole you when you try to sell it. You may have to find someone that wants that size shaft to buy it. I definately would not do both shafts if i planned on selling it. This way you could sell it with one shaft at regular size.
As far as decreasing the value of the cue, anything you do to modify a cue will usually devalue it, the question is, will the reward be worth the amount of devaluation. Maybe if i were serious about tapering the cue, I would either buy a new shaft with that pin configuration and taper that shaft or have one custome made. then you have no fear of devaluing the cue.
