I thought the purpose of greens fees were to cover table usage during the tournament. Since they are advertising free practice, then sure, I guess you can look at it as the greens fees paying for that practice too.... but still, it only covers tables that are allocated for the tournament right? Once those tournament tables fill up with players, additional players have to share those tables.

Should a pool hall be required to use all their tables if they decide to hold a tournament, regardless of the number of players that enter? IMO, no, but it seems that that is the real question here.

You are 100% correct on your assessments. Greens fees are for the tournament usage unless otherwise stated. The room is not required to use all of their tables, as some rooms will want a couple open for their steady regulars. In the case of my tour, I use only what I need after I know pretty much how many players I have, and leave the rest for the locals. I have never advertised free practice time for my tour, either in print or verbally, it reads "doors open at 11am, tournament play at noon", I purposely worded it that way because the practice time issue varies from room to room, sometimes they are cleaning the tables still at 11am-11:30am, sometimes they won't allow free practice and want to charge a couple dollars, lots of variables room to room. But for the most part rooms will give the practice time included as courtesy, but not always.
