By WPA 10-ball rules, early 10 ball doesn't count?

It is respotted and shooter continues, its not a win?

That's correct. We have used this rule for app 6 months in Norway and also in the European championships. I like it

the idea of 10-ball pool is to eliminate all the "luck factor" you can get in 9-ball. that includes making the money-ball on the break.
