I've even seen referees pick up the Cue Ball before it comes to rest, when a Player fails to hit the lowest ball first. It didn't seem as if the Cue Ball would have come in contact with another ball, but why not just wait a second or two longer before all the balls come to rest? Especially when there is no reason thrush to give the Cue ball to the incoming shooter, and agreed, we have been trained to wait until movement of the Balls has stopped, and then roll the Balls from at least the four pockets closest to the Kitchen toward the break area for the Referee or the Player racking the Balls.
