I did mine with a cordless drill/ uniloc insert and a screw threaded into the end of my cue butt weight bolt. Made a L bracket out of a 2x4, drilled a hold about level with the height my drill chuck center was and put the screw thru that with a few jam nuts and fender washers. Applied elmers glue uniformly coated to the exposed forearm area, started the first wrap of the linen, then held it against itself with one hand and ran the drill with the other.... Installed the complete wrap in about a minute. About 10 minutes of work and $2 in setup and i put the linen wrap on. It's held up for about 4 years now.... Sounds hokey, but it worked great.
Sounds complex, but was actually very easy.
All because i had it set in my mind i wanted to make my lucasi a jump break.... until i did research and found out there was a aluminum piece joining the forearm. AFTER i cut the original (perfectly fine) linen wrap off..... Oh well. LOL.
Don't know how many you are putting on, but this worked great if you are looking to do it CHEAP.
