Youth League Suggestions?

I am thinking of staring a youth league in my area, I looked into going through VNEA but in order to participate in their system you have to be an amusement owner and have a charter etc.

As far as I know no one in my town uses a Valley vendor for their tables and if they do its a few bars that no one would want their kids in.

So I am thinking of an independent league, we have a nice bar box in our church, brand new rails and cloth and if we get enough kids the local pool hall is kid friendly so we could move there.

Any suggestions on how to get this started, promotion, etc.?

Any input on format, rules, ideas or suggestions of any kind are welcome.

I'm probably getting in over my head but I've done it all my life so why change now.

My rec room coordinator down at U of I in Urbana tried to start an APA league out of our union pool hall for juniors, and hardly got anyone to show up, I think maybe 3-4 kids. I'm fairly certain she promoted the crap out of it, but all too possible the young kid pool population in southern Illinois isn't that high to begin with.
