What was the reason for the change?

TV. To be more viewer friendly. Let's face it; the average American knows little about pool and only 8 ball if anything. Armchair champions could not grasp two guys playing numerous safeties. SO in order to make the game more runout friendly they changed to ball-in-hand fouls.
 
2 foul pushout is a much better game to gamble at, but in tourney play it takes too long. the rules were started in 69-70 as tournment rules to speed up play. Over the years the rules have been changed to further speed up the game. Too bad....pushout is a great 9 ball game
 
I love two-shot 9-ball. Way too slow for tournament play. Along came Texas Express Rules and the tournaments now have more players in less time....SPF=randyg
