The diameters must be the same at the joint to be of any value. If they are tapered them measurements from one end will differ from the other but when they are connected to each other they should be a perfect fit.

My guess is either you bought a drive set instead of a sanding mandrel or a set that was worn out. A sanding mandrel will have a carbide collar that will take a long time to wear out. But for all intensive purposes they should be the same size and concentric to each other.

My guess you bought a mismatched pair.
The buttpiece was for post-finish and the shaft was for pre-finish.

done correctly both sides of the SS joint should be udersized to allow a smooth transition for finish

Not sure what u mean. However u want to word it the shaft should be smaller to allow for finish. Personally I cut to perfect size of the joint then after sanding it is a few thou smaller for finish.
You can use anything your little heart desires. It won't affect the carbide for some time. I use 220 and then to 320 when prepping for a finish and then go from 1200 through 3000, then compounds on the rub out.
