I usually find out about new stuff when I'm competing/gambling and my opponent busts out item X in order to beat me. I usually say it's illegal, call over a referee and/or refer to a rulebook. If it's allowed, I typically say something like, "You gotta be f***ing kidding me" followed by "this game sucks". Then I pout.

I get all my info on new items from Newstroke. Apparently it has been quiet on the innovation front recently.

Although a regional publication (i.e. Colorado and surrounding areas), the Cue Times has pretty good instructional columns, because it has Mike Fieldhammer, Samm Diep, Tom Ross, and other well-known pool columnists that just happen to live in the Denver area:
