Jay's situation not a foul in BCAPL play
...I have seen a player set the cue ball next to the side pocket and accidently knock it in with the side of his cue stick, while trying to move it around. FOUL!
Not a foul in BCAPL play. BCAPL Rule 1.38.2 applies:
"...[the cueball] remains in hand until your next stroke."
In addition, BCAPL Applied Ruling 1.38 Situation 1 applies. It discusses a player with BIH dropping it into a pocket and still retaining ball in hand. While knocking it into a pocket is not exactly the same thing, the intent is clear. Coupling the intent of the Applied Ruling with the fact that no stroke has been taken clearly supports a ruling of no foul in BCAPL.
Jay, I don't know which version of WSR was in effect when your incident occurred, or if the event was even being played under WSR. The pre-2008 WSR did not clearly address the issue, or even make reference to ongoing placements until taking a stroke (except for an oblique reference in the old 3.10, which only referred to play from behind the head string). So while calling a foul pre-2008 (or not under WSR) could have been supported, I don't think a reading of the current WSR 1.5 clearly supports a foul call. It states:
"...the shooter...may continue to move the cue ball until he executes a shot..."
While WSR offers no further guidance or situational rulings, I would have a hard time calling a foul under the current rule if no shot had occurred. Just my 2 cents...
