buying briannas breeze or building your own is about your only choice for under 4 grand..
 
Anything under $4K is going to be disposable. Buy your parts off of ebay and scrape stuff together, you MIGHT be able to build a decent machine for that much or a little more.
 
I'll 2nd, 3rd & 4th that!!! Jim is the real deal.
The machine he is currently offering is the best deal on the planet at the moment, PLUS, you'll have support and guidance second to none.
Don't talk about, just do it. Snooze and you'll lose.

If you only want to do inlays you can modify a Taig mill. Put a Kress router or laminate trimmer on it and some cue holding fixtures and you can do really tight inlay work. After a good size learning curve that is.

I can't help with a recommendation for a cnc under $4000. I have built a couple of metal cutting cnc's from manuals. It took removing the handles and acme screws and replacing them with stepper motors and ball screws.

If you buy a machine without a motor controller and decide to build your own, don't go cheap..... Build a controller with good components (hint:Geckodrives) I'm electronic dumb and building a controller took me the longest to learn, but I was scared.

Mach3 is a good cnc control program, but you'll still need a good CAM software unless you're good at the manual writing of cnc programs.
