i am looking to buy a shaft online and was just curious if i could use a flat faced shaft on a Piloted joint if there both the same 516/14 and what what about buying the shaft to fit flush in diameter

You definitely can buy and use a shaft without a pilot on a piloted joint if the joint is 5/16 x 14. Now the fit to the joint might be off a bit in diameter but that most likely won't affect the play as long as the joint surfaces are flat and the shaft collar covers the joint surface completely. If you want a great fit you will have to measure your joint with a caliper and there are a bunch of shafts that come up for sale on here that the sellers will give you accurate measurements for as well as fair prices.
