10 Ball Rules Question

on the WPA rules, read 9.9 real close. on BCA, read first paragraph (9. Ten Ball).
 
SInce Grady was talking about his "Props", the first place I do remember seeing, or hearing about these rules, was when I played at Grady's pool room in Columbia. SC (well, Lexington). Here is a copy from his web site. They are for 9-ball, but best I can figure, they apply to 10-ball as well. It says that the 9 has to be the last ball pocketed to win the game, so I'd say that means that the 9 ball (or 10 ball) doesn't count on the break.
