Players have the most to win in a tournament and the least to win in play-play.

For the recreational players do you think you play better when there is chance to win money? The theory being big prize equals hard work.

To balance out the two I developed the free league play tournament. Some leagues have free play and I am developing free play to be more structured.

The free play time is unstructured. Suppose there are tables dedicated for free play by league players. The hard part is getting players to commit to scheduled time. So the idea would be the room operator just provide a single elimination format photocopy and keep a list of players that show up. The room operator records the names as they arrive and just pairs people up, the work is as minimal as printing out an eliminator tournament record and writing names on it.

The point of the structured free play is give away a "freebie title," like king of free play. There would be no monetary prize, just recognition for the players that show up and play hard. As for the rule keeping and stuff it would be on the honor system.

The purpose of offering the king of the freeplay title is to promote league unity and cohesion between players. Sure there will be sharking and stuff but at least it is something to brag about and there is a notable achievement for those that commit.

The free play structure can vary the format of games, so that there isn't always one person winning.
 
For PC (politically correct) purposes, instead of just King of Free play, possible titles are:

Leader of Free Play
Ruler of Free Play
Free Play First Place Finisher
Free Play Master
 
If you are not used to playing under pressure, you WILL DOG IT !

So you want a new format where the play increases pressure.

How about a night where the drunks get full access to hassle a select table in pool.

They can shark within reason, no violence and no nudity. Call it pressure night.

The event will just be people crowding a table and being as obnoxious as the owner reasonably lets them. Call it the pressure cooker event.

The winner is from a survival format. So 20 people sign up and become the pressure. They take turns on the table in matches or solo runouts and winner takes all.
 
League play is cool if your not trying to play on the next level. It's hard to play serious when everyone is talking to you while they're drinking and being loud. Then you try to go play serious in a tournament or gambling the next day your focus is shot. By the time you buckle down and get your concentration right your already in the losers bracket fighting for your life to stay alive or worst down in a set playing catch up.

You want the private room.

An event in a pool room with the atmosphere you described is financial unsustainable. Something has to pump money into the room, it can't just be people sitting there not spending money.

High rollers play in the high roller room.

You could try rushing the room with all your buddies so that all tables are held by "serious" players.
