The free play time is unstructured. Suppose there are tables dedicated for free play by league players. The hard part is getting players to commit to scheduled time. So the idea would be the room operator just provide a single elimination format photocopy and keep a list of players that show up. The room operator records the names as they arrive and just pairs people up, the work is as minimal as printing out an eliminator tournament record and writing names on it.
The point of the structured free play is give away a "freebie title," like king of free play. There would be no monetary prize, just recognition for the players that show up and play hard. As for the rule keeping and stuff it would be on the honor system.
The purpose of offering the king of the freeplay title is to promote league unity and cohesion between players. Sure there will be sharking and stuff but at least it is something to brag about and there is a notable achievement for those that commit.
