Manwon on this forum is very experienced with Billy Webb cues.
I've owned two of them and the hit was consistant with each other.
From a quality of craftsmanship point of view, he does an excellent
job on wood selection, veneers (his butterflys are second to none),
and if there was anything negative at all about his aesthetics it
would be he tends to use that black with white spec wrap on most
of his cues when some other choices would be far better.
I had the wrap changed on both of mine, and it really made
a huge difference in value perception of the cue.
Comparing his hit to other cuemakers is above my paygrade. I
can only say his cues hit within 10% of the best hitting cues
I've ever played.
