(i think this what you call addressing the cue ball ??)
do you look at the cue ball or object ball
ON THE WAY DOWN??
or does it matter??
 
When moving down on the shot, I try to focus on the line from the cue ball to the target fo make sure my cue is going down along the extension of that line.

As pooltchr says, it's key to focus on the line of aim and land the cue on it accurately. While doing this, let your eyes look where they need to, to align the cue and to avoid obstacles and fouling on the cue ball.
 
i look at the line then place the tip of the cue behind the cue ball on the felt with the cue on the line then step info the cue and look at object ball first.

Definitely the object ball on the way down. I want to maintain my vision on the ob point of contact until I get down. Once I'm down, then I can take my eyes off the ob, but not until then. Excellent question, btw.

On the way down into my Shooting Position, I may look at both balls several times. Once I'm in my Shooting Position it's way too late to change anything.

bbb...Since we start the aiming process standing back away from the shot, but in line...our eyes are going back and forth between both balls. This is natural and doesn't follow any set criteria for how many times you look back & forth, or how fast. This continues as you stand down, or slide into your shooting position. Once you are done aiming, and in position, follow your preshot routine (usually eyes on cb for warmups, and eyes on OB for shooting), and shoot the shot.

You might try this...lock your chin on the LINE. Come down over the ball fidgetting into a comfortable position, but keeping chin locked on line. The line should be center of CB to center of ghost ball...core to core...even though I've never been able to use a ghost ball...can't aim at what I can't see. Take a few practice stroke strokes...try to be consistent with each shot...some call it pre-shot routine, at pool schools they call it the system.
Pause tip at CB where you want to make contact. NOW you have 3 options, people are different, but they all work. 1 - FOCUS NOW on OB, slow take away, pause ot back of storke to tranfer from tricep to bicep, follow through with stroke to FINISH. Tip should angle down towards cloth, and grip hand should be at chest. The only changes to the system are if you..2 - FOCUS on OB during take away, or 3- FOCUS on OB at pause at back of stroke. DONE!
