Pool league Meetings and rules, who makes them?

Last night, I was told by a pool associate, that "No League in the World lets its league captian's Vote on Rules."
I told him i would make a post and ask you at AZ, so here it is, please do.
Another issue is he stated that there was no more BCA league, even though i played in a BCA 9-ball tourny this weekend.(it could have been BCAPL im looking into the difference)
This all came about because of poor managment our league is suffering...any feedback is greatly appreciated.

Well I know in local ran leagues not ( APA BCA ) team captains can vote on rules. I think that APA and BCA might have that option I don't see why not, I don't think BCA as a whole is done maybe just in your area.

Most sanctioned leagues have an established set of rules that we don't mess with. Now our Captains can vote on the operation of the league such as the by-laws. They usually don't mess with them either.

He is correct, there are no BCA Leagues. Most are now BCAPL Leagues.

Can I guess that your League is run by volunteer help???

Here is my understanding: The Billiards Congress of America (BCA) used to run a league. Then in 2004 the league was sold to CueSports International (CSI), which is run by Mark Griffin. The official name of that league is the "BCA Pool League" (BCAPL). BTW, Mark talks a lot about leagues and the CSI tournaments in the well done The Action Report video podcast ( http://www.theactionreport.com )
 
i couldnt find the rules on that website, or it needs to be downloaded, we went from bca to vnea, the change was basic on the fact the 8ball break was now a win and to scratch while shooting the 8 is a loss if you do or dont make the 8, to me this promotes bad racks and cue placement... thus said, how does BCAPL apply to these particulars?

Before the start of our league season we always have a team meeting. Teams are recommended to show but attendance is optional. Any new rules or changes in game format are presented and voted on. If you don't show, you don't get to vote.

In the BCAPL, there are no magic 8-ball Breaks (win or lose). If you make an 8 ball break you have the option to Spot it and shoot from where the cueball landed or re-rack and break again. The same options apply to your opponent if you make the 8 ball and scratch on the break. Also, there is no loss if you are shooting the 8 ball (don't make it) and scratch. It's just ball-in-hand.

NOW, these are the BCAPL rules and enforced at all their events. Each individual League Operator is allowed to use any of these rules or change them however they like in their leagues.

In the league I run, we like to keep the Exact Rules as the BCAPL so that our players are more prepared for State, Regional and National Tournaments, but I know other BCAPL leagues in my area that still award 8-ball Breaks and don't use the Ball-in-hand after the break.

TMPL is a Men's Doubles 8 Ball bar box league.

Toledo Men's Pool League, est. 1964 determines and adjusts
its rules from year to year with a general meeting. Captains
only vote and the rules are adjusted accordingly.

Officers and Secretary are elected for the year, are
compensated for their time and bonded.
