what if you could put a hold on money sent through paypal (not indefinitely however) for merchandise purchased until it's shipped to and inspected by you? would this work? i'm thinking that the funds would be in the sellers account, but could not be transferred or used for purchases until the hold time runs out, or the buyer prematurely releases the funds before the set hold time which both parties agreed to.

But then the buyer has all the power and the seller can get screwed too easily.

Ebay does it through Paypal, when positive feedback is given the money is freed up or you wait 21 days.
