some one posted last week the rule was changed at the last BCAPL board meeting.....oh think you could you widdle me a 13mm & 14mm tip center tool out of spare delrin....I like your youtube videos on cue repair...:thumbup:.OTB

Note: I just looked at the new 2012-2014 rules, the ban on phenolic tips has been lifted and is posted on the bcapl web site...........

seem like alot of people use phenolic, either on their breakers or on jump cues, legal or not.

If I remember correctly, it was the BCAPL that lifted the ban. BCAPL is not the BCA. I think Mark Griffin posted something about that like a week ago. Check the thread history. I could be wrong though.
