The OBJECT ball would probably hop off the table a bit because if you jack up and hit center ball, it's pretty much a jump shot, so the cueball would not be going level at the object ball but bouncing. If you hit the cueball perfectly center that is, which if very hard with the cue elevated. Nothing else will happen to the object ball. It does not care how you hit the cueball, only what the cueball is doing when it hits it.
Jacking up on the cue ball adds a whole new element to the shot. Rarely does jacking up on the shot have a favorable outcome, especially to a novice. If you manage to hit it perfectly, as you described, there will be no difference in transfer of spin. Keep in mind that when you strike the ball and depending on the force of the hit, the cue ball will probably leave the table, albeit brief depending on the force, similar to a jump shot. A good friend and great player told me, "whenever I see my opponent jack up on a shot, I get ready to shoot". Avoid it at all costs until you get better.
You can't hit the exact center of the ball. When you elevate, this small variance is higher. If you look at the line of stroke when you have a level stroke, it passes through the cue ball toward the object ball. This gives you a much greater chance of hitting the spot you are aiming at. If you look at the line of stroke on an elevated shot, it passes through the cue ball toward the felt. This makes it much harder to actually hit the exact center of the cue ball. Small masse and jump variances also accur.

When struck with a downward blow the cue ball will skid. Therefore you must compensate by redirecting your aim.

this topic is too big to type the answer for, thats why one of the best instructors in the biz gave you a one word answer.
here is some smple advice, dont jack up(unless you have to-for example shooting over a ball or if the cue ball is close to the cushion) then jack up little as possible. because when you elevate the back of the cue 1000 things can go wrong and only one thing can go right(what you intend to do).
so until your face to face with a good instructor that can teach you what i cant type-none of us can. dont jack up. Even for the best players funny things still happen when they jack up. Less often for them, but its never something anyone wants to do.
go practice and find a GOOD instructor, pay them its worth it and have fun.
