OK, I'll look behind the curtain. An attempt at a clever opening, nothing more.
Your request strikes me as being a little (let's say) uncommon.
If you're a cue-maker, you should be making your own rings.
If you're not a CM, why the rings? Unless you're having a cue built and
you'd like to supply the rings to YOUR CUE-MAKER.
In which case, revert back to line #3, let the cue-maker make them.

Ring billets are not difficult to build, just time consuming.
Therefore, they can be expensive, even for something simple.
No one makes just one or two rings. They make a billet and part-off the needed rings.
Hypothetically, what do I do with the rest of the billet(s)?
The builder of the billets is going to get his total cost from the few rings he sells you.
I personally would not use the remainder of the billets in my own work because it's not my design.
A CM who is building a cue for you however, probably would use the remaining billet(s)
in his own future work, thus charging you considerably less for the rings going into 'your' cue.

Just for grins, tell us what you've got in mind, both purpose and design.
