warped shaft, how to fix it??

Is the pulley retained on the shaft or is it free to slide on and off? I can't tell from the pics.

The handle is a standard one that holds 3" wide paint rollers. There are a couple of humps
on the shaft that act as stops for the roller. I have to grind each hump down a bit at a time
until I can press the bearing over it. The roller spins freely, but it is pressed on over top of
the bearings and stays put. I also flatten out the shaft at the end a bit so it presses on the
inside of the outer bearing. It would take one hell of a pull to get the roller to come off.:smile:
