I'm looking for a cue maker that uses the 3/8x12 pin that can fit Tad shafts.

is that pin used on the piloted steel joints or the flat faced "big pin" tads?
Some of the pins Ernie made in '95-96 and currently since late 2012, had a reverse pilot, so they didn't screw down all they way, even on other Ernie Martinez cues.
Most of Ernie's shafts are interchangeable with other EM cues, but I've never had any other cues to check it out with.
The shafts made for the reverse pilot type, fit all EM cues, except of course for the few 5/16-14 & 3/8-10 cues he made.
Then there was the 3/8-16 pin he used at Showcase.

That is the big pin used by Ernie at Showcase.
3/8-16 with a diamond on top and an 'S' inside.
