What part of Western Pa? I think there's a weekly at Paul Mottey's place in Pittsburgh, 'Breakers'. He has a few 9' Diamonds in there, but he had them worked on to play like Brunswicks (bank wide)..
Breakers Billiards in Dormont has restarted their weekly 9-ball tournaments. I think they are held every Saturday afternoon. I don't know any other details. The tournament has been restarted pretty recently, I think the turnout is low right now.
It appears (from their website) that Gold Crown Billiards in Erie, PA (extreme northwest corner of the state) holds weekly tournaments in both 8-Ball and 9-Ball.
