bare with as i will try to explain as clear and simple as i can.

player "a" hangs the 9 ball. as player "b" shoots the ball more than 15 seconds later (i know how long because a watched it back on the camera) and as the cue ball is on its way to make the 9 ball the 9 ball drops. so of coarse the cue ball now scratches because no 9 ball to stop it. what would you do? is there an actual rule for it? i will try to post the video tomorrow if i can figure out how.
 
The player gets the shot over again.
There is no other reasonable call.
 
You put the 9 ball back where it was (on the lip of the pocket) and you put the cue ball back as close as to where it was before the shot. The player should be able to make a hanger from anywhere on the table anyway. The official ruling is like 5 seconds. If it falls within those 5 seconds, the shooter gets credit for the shot. Any longer and it gets brought back up.
 
If the 9 ball stayed in constant motion then player A wins......I doubt it did. Player B more than likely bumped the table during the shot and the 9 ball falls and in turn he scratched. The 9 ball should spot up and Player A gets ball in hand and shoots the 9.
 
When the 9 ball hangs up and the shooter relinquishes the table to the incoming player(only gets 5 seconds after ball comes to a stop), his turn is done. If the ball falls on it's own before it is contacted, it is re-spotted and the incoming player and his opponent must agree on the placing the cue ball and the 9 ball as close as they can to it's position on the table. Incoming player takes the shot over. It's in the rule books and is covered by rules about "faulty equipment". I have seen this happen, and been involved in matches where this has happened many times. It happens more than most would think. :)

Actually, if the shooter walks away from the table, then the ball falls, even within 5 seconds, he has already relinquished the table to his opponent and does not get credit for pocketing the ball.You are exactly right about the rest.

Yea but that would be a dick move on player B's part. If my opponent hung a ball up, then started to walk away and it fell within 5 seconds, I'd give him the shot.
 
From the WPA (world-standardized) rules:

"1.7 Balls Settling
A ball may settle slightly after it appears to have stopped, possibly due to slight imperfections in the ball or the table. Unless this causes a ball to fall into a pocket, it is considered a normal hazard of play, and the ball will not be moved back. If a ball falls into a pocket as the result of such settling, it is restored as closely as possible to its original position. If a settling ball falls into a pocket during or just prior to a shot, and this has an effect on the shot, the referee will restore the position and the shot will be replayed. The shooter is not penalized for shooting while a ball is settling. See also 8.3 Ball Pocketed.


8.3 Ball Pocketed
... If a ball stops near the edge of a pocket, and remains apparently motionless for five seconds, it is not considered pocketed if it later falls into the pocket by itself. See 1.7 Balls Settling for other details. During that five second period, the referee should ensure that no other shot is taken. ..."

Yep, so in a non-refereed game, the incoming player should call this rule even if the outgoing players has walked away from the table.

were do you put the cue ball? cant put it in the exact spot.

pt109 told you right. The 9 goes back on the table where it was and the cueball is put back as close as possible to where it was and player b shoots it again. Wasn't the cueball the only other ball on the table? How hard can it be to put it back?

Player "B" cannot be penalized because the 9 fell in on this shot.

How long the 9 ball sat in the pocket has nothing to do with it.

On cheap tables, it may take only the slightest bump to the table to cause a ball to move.

I've seen the vibration from loud music cause this...once even from the blast of the sound system on a car passing outside!

Let's say we are playing 1pkt and u play save to thin a ball and go three rails to park whitey on the front door of my pocket.. You walk away and I quickly approach the table because I see a back cut bank... And as I raise my cue and sight the ball whitey drops in the pocket...
What happens now?
Gambling says I was in control of the table so it's my foul...
If I had not of approached the table so fast and 5 seconds had passed before I approached the CB would of spotted back up where it was, if it fell in less than 5 seconds of it's resting point it would of been a foul on u....


I understand that we are talking about two different games but cue ball fouls are cue ball fouls....and a foul is a foul...
So this is the grey area between games and types of fouls in the strategies of 1pkt.......?

thanks atlarge for an actual rule

Just so you know, all the rules are easily obtained online. Unless you are playing under a specific league, the BCA or World Rules are generally used. Doesn't take that long to read them and learn how to easily find them for future use. Every player should at least be familiar with them.
