On the first picture your missing parts. There should be two post on the back of the coin mech that push on the brake cable. Did the back of the coin mech break off? did you remove the post? did it ever have post?

on the second pict what happens if you remove the rubber bands?

The stopper fit over the posts to extend further and create more tension on the cable until I found how to tighten it.

The rundown on the second pic..

Both the spring and the cable disconnected from the top lever. I set them back in with superglue(they wouldn't stay otherwise). The superglue ran down to the pivot point, so I loosened that up again. Finally, it wasn't resetting - the bottom cable was getting held up. I'm not sure if a little glue got onto it or what, but I put the rubberbands on so that they give it a little tug to reset the levers.
 
I think you should call the factory and get a replacement part where your ball chain broke off. You shouldn't need to add tension with the rubber bands, the problem is usually burrs on the levers, cable tension or lack of lubrication. I'm afraid that adding tension will cause another problem down the road.
 
Donny is right ... call Diamond. That table saw abuse at one time. Is it out of warranty? Lubrication .... never use WD-40 for lubrication as what it offers is gone in a few days. Use a light oil like LPS or PB. Silicone is a bit better. Be carefull to lubricate just the metal to metal.
