It's not ferrule. I tried to make some medal for my friends. I engraved some characters on it and painted color characters but edge of characters is not sharped, and color blured, and mess. Any advice here.

I think its your ink................
If its smearing then its your ink, certain inks dissolve when in contact with certain finishes ...
Metals give off tarnish and could you be transferring the tarnish from the metal onto or into the ivory ?
I also know you can spray paint CA with a Air brush.................

use calligraphy inks, they are available in may colors, then shoot with auto clear.
I have done this on many cues using that white stuff for the background, then schrimshawing a picture(Tweety bird, for example), then use the ink to color in the different parts of the body. When the ink is dry(it is permanent), I spray it with PPG clear.
Works like a champ!
