1. THINK
2. SEE
3. DO

A pre-shot routine will be a largely personal thing. A process that you can repeat on each shot.

The basic elements are,

the planning process - Identify your options and choose the best shot for you.

Stand behind the shot line to determine where you will strike the ball/rail you are aiming at.

Set up the same way each time. Players like Neil Robertson are great examples. His set up is incredibly consistent. Stands behind the shot line, brings his cue onto the line early, steps in with his left foot (he's left handed) and then sets up his stance. A lot of players in both pool and snooker have a consistent routine in how they set up.

I've often read that you should use the same amount of practice strokes on every shot. I'm not terribly consistent in this regard.

The specifics will be something you'll need to develop yourself. You may already have a beginning of a routine at times, it's just a matter of developing and defining it and then making it natural.
