10-ball question

The World Pool-Billiards Association, the top governing body does not recognize an early 10 ball as a win. It is explicit in the rules:
9.8 Continuing Play ... "If a player nominates and legally pockets the ten ball prior to the ten ball being the last remaining ball, the ten ball is re-spotted and the shooter continues."

One thing I noticed while on their site they have a Download PDF link on their rules pages. Except for their main page though all the other tabs point to an outdated version of the PDF. I sent an email about it, hopefully the fix that link.
The change to the early 10 was only made in March or May of 2016.
