I have seen a couple close to this that were branded National. The red veneers look very much like some of the National imports of that time. The joint ring is common to a number of brands but the pilot is more specific. I know I have seen that pilot on National and Competition cues (Competition cues came later though).
Penn Ray also used that joint ring but had a different pilot and bumper as well as a different butt cap material, and they had a weight bolt. That butt cap looks ABS, which was common in the lower models and brands.
I don't think this example was one of the "better" ones, like Penn Ray, Cobra Professional, Mizerak Professional, etc. The lack of polish on the joint collar and some other things make it look like one of the "lower" brands or models. One of the indicators is that bumper. I believe it is retained with a screw into the plastic butt cap, no weight bolt. The better models and brands had a weight bolt. And that is a synthetic wrap with a finish over it, not linen. Players Edge mostly had wraps like that.
I am guessing this is one of the numerous "unbranded" cues. That exact one may never have been imported actually as you say it was bought in Taiwan.
In this type of cue sometimes you can find the same cue sold under 2, 3, or 4 different logos plus an unbranded "generic" version.
