It wasn't a scratch. The moment he picked up the cue ball it was a foul. Unsportsmanlike foul perhaps, but if it wasn't his second or third, the game was not over at that point.

Scratching on the 8 ball is a loss in the APA league. By picking up the cue ball and dropping it in the pocket he scratched.

How is it a scratch? I get the foul part, but once he picked the ball up it wasn’t “in play” anymore. Crazy.
