Can this be turned down to .850 without doing the same to the forearm ?

I'm not quite sure what you are trying to accomplish. Are you wanting to use that shaft on a different butt?
Yes the joint end of the shaft can be turned down, it is a fairly easy task. The turned down portion will have to be refinished. But of course, it will no longer match the butt.

It would look ugly if the joint was turned down without touching the forearm.
And you will still need it to be refinished.

Might consider a small mid extension. Likely the cheapest route.

You may could get a cue builder to build up the shaft diameter with epoxy... That would make more sense to me...

For the record McDermott's finish is usually around .020 thick. Meaning .010 per side but I can't say every cue is like that.
