Equipment for basic cue work QUESTION

I came a cross a machine called SHOP SMITH....
Can I do any cue work-facing shafts , wraps, facing butt , etc

About the only thing you can do easily is sand shafts. To do any accurate work you need something which has a cross-slide.

Not saying you can't make adaptation to it...but not sure how much that will cost you.
