Help Identifying Billiard Balls

Came across these at an Estate Sale and thought they were interesting. Any thoughts on the era and maker of them?

Such sets have appeared on Ebay fairly frequently. $15 including shipping is a reasonable price, but they are no good to play with and would have limited use in crafts projects. I think I have a set somewhere. The numbers, IIRC, are stickers. Maybe an inch in diameter.
