It's universal in the Philippines. In case the player accidentally touches a ball when shooting he will replace it to where the spot is. I suspect the real reason for it is so the guy can get paid at the end of the match.That table is nearly white from all the powder. The young guy is touching the powder pile on both sides of the table then wiping his hand on the playing surface.

In that humidity powder is essential. I use it and I'm in a climate controlled basement. Just doesn't feel right if I don't have it after decades of using it.
