The only "rules" that would allow measuring or external devices for giving ideas on how to shoot a shot would be whatever random bar table is found with bangers.
Not large in whos rules? With 7 or more different Pool organizing no oneset of rule covers all group.

General statement in most rulebooks is that WPA rules apply except where they conflict with the rulebook in question. I do think the device would be illegal on several counts. However, knowing how to wave a stick around gets you close too.
Fortunately close only counts in horseshoes and hand grenades so I let most people do what they want to. Legal to take your hand off of a cue laid on the table to help with aiming now. After decades of that being illegal I predicted some unhappy people! I haven't heard much noise though so maybe people don't care.

Meh, I started watching the video (Pool Sgt on BRAC) and fell asleep about a minute into an hour video. Use basic track lines and angle in angle out and adjust for speed and English presto solid kicking system. I've always felt slowing down your rhythm with some of these kicking systems can do more harm than good.
To the disgrace of our entire age group, the offending player is a boomer. He fell in love with the game a couple years ago, and he's one of those folks who has ALL the equipment under the sun (including a new $1900 Longoni) except a smooth stroke. And of course, he's nitty to such a level as to defy brief description!
To his credit though, he's truly dedicated and has come a long way in a short time.

Did everybody keep quiet because they wanted to see if the BRAC would work (or not work) for him? I think everyone hoped it wouldn't work so that they could all laugh at him for trying to buy skill.
Skill comes from repetition and replication. The BRAC could make a wonderful practice tool. It will get you close. It might tell you what English to use, but it can't compensate for the speed you hit the shot, and what the table conditions are.
One problem is it's not respectful to the opponent when they have to sit and wait for you set the shot up on your phone. Not to mention disrespectful to all the other players that get matches delayed. Ise it on the practice table... not during a match.

The diamonds are part of the equipment provided and the intent of them is for aiming. If you have memorized the diamond system and can perform the math in your head, no issue. If you have to pull out your device to figure out the kick using the diamond system, big issue. I'd say it falls along the lines of coaching.

I know in APA qualifiers, you are not allowed to access your phone, for any reason, when you are playing in a match. I agree with that rule.
