Help with Palmer cue ID

A guy in my pool league asked me about this Palmer cue.
It's got 2 original shafts that are worn down to probably 11mm.
The cue butt seems to be in decent shape for its age. Plain forearm with 3 dots.
Curious to know if someone can provide some information on model and value of cue.

In its present condition and needing shafts, I think its worth is about 3-400. If you want to refinish with new wrap and have a shaft made, I recommend Rick Howard or maybe Proficient Billiards.

Be careful as you can spend more on it than its worth on a lower value cue.
