At first thought I was thinking Meucci, based on the dashed bands but Meucci has their name on their cues.

What does the bumper look like? Press in or threaded? If you remove it is there anything under it?

I can tell you Reuben Fisher used a lot if rings similar to that, but I'm sure many other makers did as well.
